Interior fit-outs in Dubai follow a well-established process, but it's one that catches newcomers off guard. The regulatory environment is more structured than many other markets, and the approval process adds time that must be planned for.
Whether you're fitting out an office in Business Bay, a restaurant in DIFC, or a retail space in a Dubai mall, the fundamental stages are the same.
Stage 1: Design and documentation
Every fit-out starts with design. This includes space planning, 3D visualisation, material selection, and MEP (mechanical, electrical, plumbing) coordination. For a standard office of 200–500 sqft, design takes 2–3 weeks. For restaurants and retail, add 1–2 weeks for kitchen/display planning.
The design package must include complete construction drawings — not just pretty renders. Building management offices require detailed MEP plans, fire safety layouts, and material specifications before they'll issue a no-objection certificate (NOC).
Stage 2: Approvals and permits
This is where Dubai fit-outs differ from many markets. You need approval from the building management (landlord/developer), Dubai Civil Defence (fire safety), and potentially DEWA (utility connections) and Dubai Municipality (for food establishments).
Building management NOCs typically take 1–2 weeks. Civil Defence approval depends on the complexity of your fire safety requirements — a simple office might clear in a week, while a restaurant with commercial kitchen extraction requires 2–4 weeks.
Stage 3: Construction
Once permits are in hand, construction begins. A typical office fit-out of 2,000–5,000 sqft takes 4–8 weeks. Restaurants take 8–14 weeks due to kitchen infrastructure, ventilation, and grease trap requirements.
The construction phase includes partitioning, ceiling works, flooring, joinery, painting, MEP first and second fix, and final finishing. Your contractor should provide a weekly progress schedule and a clear escalation path for delays.
Stage 4: Handover and defects
After construction, there's a snagging period where you walk the space and identify defects. A good contractor will address these within 1–2 weeks. Final sign-off from building management and Civil Defence confirms the space is ready for occupation.
Budgeting guidance
Office fit-outs in Dubai typically range from AED 150–350 per sqft for mid-range specifications. Restaurant fit-outs run AED 250–600 per sqft depending on kitchen complexity. Retail spaces vary enormously based on brand standards, but AED 200–450 per sqft covers most scenarios.
